Social and Solidarity Economy and local authorities: what sort of cooperation for territorial development and social innovation?


Project description

Through a combination of participative governance, limited social and profit-making utility, SSE companies (associations, cooperatives, foundations) represent a form of entrepreneurship that can generate social innovation and employment in the Mediterranean. The project aims to carry out a study on the Social and Solidarity Economy sector in order to identify best practices and needs.



The main goals of the project are:

1) To gain an accurate understanding of  the economic weight, organizational modalities and key success factors for Social and Solidarity Economy companies in the North Mediterranean.

2) Identification of different public intervention types to estimulate creation, development and consolidation of these companies. 



- Identification of SSE actors-resources across the Latin Arc and analysis of the network (role of different stakeholders: local authorities, enterprises...)

- Quantitative analysis(economic weight, sectors) and qualititative analysis (management modalities, governance, partnerships, human resources management, production, etc) successes and failures of SSE across the Latin Arc.

- Benchmarking of local and regional support policies for SSE development (goals and methodology)

Upon completion of the SSE survey-analysis phase, a selection of best practices will be chosen.

Official visits to be held across the Latin Arc space – in Mantova, Tarragona, Lleida and Perpignan. Seminar for the exchange of best practices and capitalization activities between Latin Arc partners and local SSE actors.



We urgently need a joint action of policy makers, private sectors, universities and civil society because the future of tourism must be sustainable

Experiences, challenges and opportunities of Social and Solidarity Economy (SSE) in the Mediterranean: Final Seminar of the SSE project

The conference entitled “Social and Solidarity Economy (SSE): Innovative Solutions to Development Problems in Mediterranean countries?” was held in Toulouges (France) on December 13. This event was the final seminar of the “Study on Social and Solidarity Economy in the Latin Arc”. Led by the Pyrénées-Orientales Department, the SSE project partnership is comprised of members from all three Latin Arc states – such as France’s CRESS Corsica, Haute Corse and Hérault Departments, Spain’s Tarragona, Granada and Lleida Provincial Councils as well as Italy’s Mantova and Viterbo Provinces. The partnership has been working on the project for two years.
